Why ? It is always nice to send a newuser a message, my own program does it
too (although it is an option).

Uh ? 

What's wrong with  "open ("|/bin/mail")" or  "open ("|sendmail -t")" ? Both
are  standard and you  should  not require anything   else outside of "base
OS". Why did I miss in your sentence ?
