I just tried updating via a manual port build and have the same issue,
default.es_MX.svg:No such file.

I'm baffled as to where those Template/default.XX.svg files come from. None
exist in the work tree but "make stage" installs them in the stage tree. No
idea where they come from. I assume that they are generated from the "po"
files, but there is an es_MX.po in the o directory and the build uses the po
files elsewhere.

In any case, removing the file from the packing list allowed a successful
install.
