My problem was the same, terribly slow performance (12-15 Kb/s) on everything from mput's to Windows file transfer operations. The card in my FreeBSD server is a generic utp-only thing with a Realtek 8029 chipset. After reading your notes I changed rc.conf by adding "media 10baseT/UTP" to specify what seemed obvious, since there is only one physical connector.
