Because it is easy to distribute to mirrors that way. There are <insert your favorite language> speakers all over the world and I don't particularly like having "native" language pages restricted to single mirrors. On the other hand, in some corners of the world where maintainers might live, freefall may be inconvenient to access for cvs commits. -john
