patch with update to 1.100312

Hello,

attached a patch to update the port to its current version. Also i've added the
license.

portlint: is fine
poudriere builds fine for:
9.3 amd64 + i386
10.1 amd64 + i386
10.2 amd64 + i386
11-current r290334 amd64 + i386

make test is also fine:
