As a practical matter we don't care if two connections from the same
client go to the same server or not.  Is there some reason to suspect
that this option would alter the behavior of single connections, like
the problem we're having?

Although even in that case, all the servers on the same interface so
if it were a problem with load balancing, I would expect to see the
stray packets addressed to the wrong MAC address, not to have them
disappear completely.
