Try running "traceroute pkg.freebsd.org" in order to find out where the problem is located. That being said, I would read the comment in /etc/pkg/FreeBSD.conf and then try one of these mirrors: * pkg0.bme.freebsd.org * pkg0.isc.freebsd.org * pkg0.nyi.freebsd.org * pkg0.twn.freebsd.org * pkg0.ydx.freebsd.org This will probably allow you to work around the problem.
