No, this can't be true.  The only difference between RELENG_4_7
and HEAD versions of touch(1) is that the latter has the -h
option, which can't be a problem for RELENG_4_7 (nor would
bootstrapping of the RELENG_4_7 version of touch(1) be a
solution should the problem have existed).

bootstrap-tools is for problems which have backward (and less
downward) compatibility issues.

Just to prove the concept, I'm currently building a RELENG_4_7
snapshot on my 5.0-CURRENT box.  For it to work, I had to
kill the gnu/usr.bin/cc/cc_fbsd (well, you know why it is
needed), and install the Perl package into the ${CHROOTDIR}.

I've also backed out this change.

Note that this wouldn't do a valid snapshot, as release/Makefile
in RELENG_4_7 has some bugs which prevents it from producing
a clean snapshot set when ran under a non-RELENG_4_7 environment;
see ``diff -rRELENG_4_7 -rRELENG_4'' for release/Makefile for
details.

Now I'll shut up until the release finishes.
