You have to CVSup the doc collection, and install ports/textproc/docproj/. Then run "make" in /usr/doc (or wherever you have checked out the files). Alternatively, the Handbook, and other documents, are built and uploaded to ftp://ftp.freebsd.org/pub/FreeBSD/doc/ every night, in a multitude of formats (including pkg_add'able .tgz).
