Thanks for reporting. I had fixed the 'pkg upgrade -f' issue for
upcoming 1.1.4, but was not aware of the 'pkg install -Rf' issue having
the same problem.

I have logged it at https://github.com/freebsd/pkg/issues/530 and will
address for 1.1.4
