Quite right; it probably comes from the unofficial FAQ style that (d)evolved out of Usenet newsgroups. It's not terribly useful, is it? Furthermore, the handbook has a *strict* rule about not using something has harmless as contractions (supposedly to facilitate understanding by nonnative English speakers) yet in the FAQ it's a free-for-all. My favorite way to use the FAQ: full-text search. (That's definitely an indication that something's wrong.)
