 I had this exact same problem on 2.2R.  Here's the workaround:
 
 1) mount -t msdos /dev/<your DOS disk> /<a mount point>
 2) run /stand/sysinstall and specify your media as 'Existing file system'
 and point it at your <mount point>/<where your FreeBSD stuff is>
 
 e.g. in my case
 
 mount -t msdos /dev/wd0s1 /cfat
 Existing file system == /cfat/FreeBSD
