Two are at least two too few.

Sorry for the pun, I am not trying to make fun here.

Did you get the library with at least one drive fitted?  Check the
drawings on pages 21, 199 and 201 in the PDF I mentioned:
  There should be 2 SCSI connector sockets for the library, and 2 more
SCSI connector sockets for each tape drive.  So an MSL5026 with two tape
drives should have six SCSI connectors in total.  They are at the very
bottom end, possibly hidden under the protruding back part of the
drives, so be sure to check with the eyes at the same level as the
bottom of the library.
