If someone submits a ports PR, and gives
a FreeBSD.org e-mail address, the PR automatically
gets assigned to the PR submitter.
Ideally, this should be modified so that it only
happens under the following circumstancse:
(1) The submitter is listed as the MAINTAINER of the port
listed in the PR.
(2) The submitter has a ports commit bit.
