Seems to be a property of your OS/ports status/configuration. I've just installed wifimgr as a package from official FreeBSD repository. The system is fresh HEAD-amd64. Wifimgr starts, then asks for the root password (via gui dialog box), then boils out with the gui dialog message "There is no wifi adapters defined at /etc/rc.conf" (which is true). I've added a wifi interface to /etc/rc.conf.local and then wifimgr is able to get all needed info and display the management window.
