Can anyone help me on this,

have installed
	freebsd 4.
	apache 1.3.12
	mod-ssl-2.6.5-1.3.12
	openssl-0.9.5a
	mysql-3.22.5a
	php4-0.1p22
	rsaref-20
	self-signed CA

incredible all works fine.!

created duplicate system , and it works fine. ( clone dd fd0 to fd1 )

now just want apache to startup on power up, (co-located server)

cd /user/local/apache/conf/ssl.key
cp server.key server.key org
openssl rsa -in server key.org -out server.key
entered pass phrase
chmod 400 server.key

created /etc/rc.conf.local  with one line
echo "Starting MODSSL"; /usr/local/apache/bin/apachectl startssl

One system works fine, starts apache on power up,

the other system on power up asks for pass phrase, and given pass phrase, 
starts ok.

what did I miss, that one system starts without pass phrase, but the other 
won't ?
