While I was doing this I ran into a few problems so some PR's got duplicated, most of which I've closed. Since the link seemed quite quick I did some work on edit-pr. I implemented suggestions from various people to allow editing multiple PR's in one go and also to use the editor to enter the reason for the state changes. This seems to be working. I also tried to give the option of retaining a previous message, like the ! option in cvs but I haven't had a chance to test this and won't get a chance to work on gnats for at least a week now.
