I reviewed the patch and decided I did not just want to apply it blindly
for everyone.

Mainly there are 2 or 3 non-pkgng related changes in there that I want
to ensure are correct for non-pkgng uses. I'm certain most of the
testers of the patch have been using pkgng, otherwise why apply it?

Avilla's actual commits are recorded in the pkgng repository. I am going
to copy those over, so the history is properly preserved.
