The problem that EN-23:18.openzfs tries to address is that arc_prune will continue endlessly, even when the system is idle and there is no pressure for free memory or vnodes. arc_prune_async() is rather dumb on FreeBSD, as you point out: it tries to reclaim vnodes from the global free list, but doing so might not alleviate pressure.
