My company is trying to write one that will be released under a freeware license
(possibly a BSD license, but we're still debating) Current schedule for release is
early April (keep your fingers crossed).
We're writing it to be a web-based system, with ACLs, searchable metadata and
a folder-like structure for storage, but there are still some things open for debate
How long can you wait?
