Only when using shutdown the /etc/rc.shutdown file will be > executed. That was a problem for me, as I often use "halt". I shutdown my machine via Ctrl-Alt-DEL and see "Writting entropy file" message on console, i.e. rc.shutdown is activated. -- Andrey A.
