Anyone know of a torrent file editor?

All I need to do is:

- Strip out all the former random and old meta info crap people put
in their torrents and replace it with a set of trackers keeping the
hashed info the same. A comment field would be nice. Other fields
would be a bonus.

- Similarly, create new torrent files from new file hierarchies.

- Print the infohash.

- Open source

- Must be 100% scriptable from the command line, regardless of
whether or not there is an interactive or gui mode.

So yeah, a torrent file editor and creator.

Not having much luck searching with all the torrent and windows
craze on the net. And I'm not seeing anything in ports so far.
