No, you can 

pkg_delete portupgrade
pkg_delete 'ruby*'
cd /usr/ports/sysutils/portupgrade
make install

You can see options in the commit message at 
http://www.freebsd.org/cgi/cvsweb.cgi/ports/lang/ruby18/Makefile

The pkg_delete of ruby* and portupgrade was the only thing that worked 
for me. There is a now ruby16 and a ruby18. Portupgrade now uses 
ruby18.
