Here's a few for starters:

  * Is cron running?
  * Are the various "periodic" entries in /etc/crontab and
    active?
  * Do the cron logs show them running?
  * What happens if you run the commands by hand?
  * Do you have a MTA (e.g., sendmail) running?
  * What happens when you send some mail to root?
  * How have you tried to solve this yourself?
