I was missing the obvious, that 'packages/INDEX' specifies what
disk each package is on, hence some modification of the INDEX is
required..

# cd packages
# mv INDEX INDEX.orig
# sed -e 's/|1/|0/' -e 's/|2/|0/' INDEX.orig > INDEX
