Could you elaborate? Other people have answered with the why but not the how. Choices (like this one about archive formats) get made when people sit down and actually do the work to improve FreeBSD. People with commit bits are generally (but not completely) trusted to have an understanding of software-system aesthetics and of the sorts of choices developers might reasonably make on their own.
