ThunderX2 should should boot even without these changes, the default association between PCI RC and GIC ITS based on NUMA settings should work fine. It would be good to get these reviewed since it adds support for the ARM specific IORT table, which is standard way of passing the associations between RC and ITS - and is required for full ACPI support.
