Although some ports require a medium-deep understanding of the ports infrastructure, the vast majority do not, and it's always best when someone who creates the port is someone who actively interested in using it. The Porter's Handbook (now linked on the front page of the website) is the Place To Start. The "authoritative" reference for all questions is /usr/ports/Mk/bsd.port.mk but most people don't have to dig that deeply. Or, I'll be glad to try to answer your questions offline from the list.
