Hi,

After upgrade of one of my jails to 13.1-RELEASE, another service won't
start with jail by means of record in rc.conf. Services start fine when
`service $service start' is executed in ssh session. Services also
start fine when `@reboot /usr/sbin/service $service restart' is added to
root's crontab.

So far I had problem with ejabberd and amavisd-new, which started with
13.0-RELEASE, now grafana joined the club with 13.1-RELEASE.

Port maintainers are mostly puzzled as they can't reproduce the
problem, but more people have chimed in with same symptoms.

Could it be that the problem is related to jails?
