You actually need devel/gettext-old. The last time I saw this error messages, less than a week ago, I deinstalled gettext-1.11..., and installed from devel/gettext-old , that allows me to continue building jdk13. After installing jdk13, you can go back and deinstall gettext-old, and install the latest gettext again. Thats what I did.
