IMO, 219840 shouldn't be a blocker for tensorflow.

You should add :

> BUILD_DEPENDS+=3Dbazel:devel/bazel
> USE_PROCFS=3Dyes
> .else
> BROKEN "Waiting for devel/bazel-clang38, see bug#219840"
> .endif

No need to block it for everybody for non-essential reasons.
