It's the same command-line concept, with a different prompt... the only thing it adds is native support for more tasks. Ok, maybe FBSD adds a bit more than that. But so does GRUB. A user-editable boot menu in the file system, for instance. The ability to boot Windows off the second disk. The ability to break your boot by defragging the file system the menu is on. Whoops. GRUB has a much bigger second stage. That adds a lot of capabilities that aren't in boot0.
