I talked about it with Gleb Popov, one of my mentors. He argued in your way (thank you, Gleb). UPDATING usually contains important information about port updates. And a downgrade from net-mgmt/pushgateway after an update from 0.10.0 to > 1.0.0 is not useful. So an entry in UPDATING can help users to migrate in time. I will prepare a patch for an entry in UPDATING :)
