It is not the same, it is different. Exactly current small/capital
collation breaks our standard.

No, it is a part of our standard.

No, it is obvoius that you do not know anything from our standard.
Look at page 6 at the top:

"3.7 Velka a mala pismena maji stejnou radici platnost."
= "3.7 Capital and small letters have the same collation validity."

So you are really breaking our standard and please back out your change.
