If you also have "-s" (which is set by default in /etc/defaults/rc.conf) then syslogd won't accept connections from other servers. If you don't have "-s", then try running syslogd with no options to check whether you get anything, which will at least tell you whether it's your command line or syslog.conf that needs fixing.
