You want a solution which will break everything that isn't c99-ready yet. I suggested a solution which will allow those parts of the tree which we know are safe to take advantage of GCC's c99 support without breaking the rest of the tree. This is generally known as "mechanism, not policy". I don't suppose you've tried to build world with -std=c99 in CFLAGS? I have. It doesn't work.
