It appears either your ISP's dialup server was not working that time or it assumes that everyone will be using Windows95 dialup. Win95 dialup is wired for getty's that can autonegotiate PAP. Unfortunately, I don't think FreeBSD's ppp has been programmed to do this at this time, so you're going to need a login: prompt. That login: needs to be wired to a script that starts ppp automatically. Your ISP should be able to enable this, as it's what they did before win95 was around (if THEY were).
