They admit that Linux is a better OS than NT4. Unfortunately their conclusion was not to improve NT4 but to look at ways of copy righting the ideas that go into the OS as well as the source to prevent programmers taking the idea and implementing it on a better system, which I suppose means anything from a Commodore 64 upwards.
