from previous errors without any reasons, my instinct tell me that i =20
need to specify EXTLOCALDIR=3D/usr/local in command line as shown below

anyway, there is no cdrom created since i put NOCDROM=3DNO in command =20
line but where is did change to CDROM=3DYES and change target to =20
rerelease, i get cdrom as desire.

upto this point, release(7) need to be changed a bit.  so also i need =20
to experiment further for including packages into disc[123].iso
