Furthermore I agree with your wondering why it doesn't respect locale setti=
ngs.

Building on what you said in that and other comments, I think it might be
reasonable to try:

1. User defined locale as per the LANG and/or relevant LC_* env variables.
2. en_US.UTF-8
3. win-1252
4. Short names

How one would determine if the right or wrong choice had been made I don't
know.
