Directions inside: http://telepresence.dmem.strath.ac.uk/bt848/ Here's the Bt848 project home page: http://gable.nrl.cs.uoregon.edu/~dwhite/ And here's the Fxtv home page: http://www.pagesz.net/~aa8vb/fxtv/ If you're on a FreeBSD vers that shipped with the BT848 driver, and your card is supported by the driver you have there, getting up shouldn't be much more than compiling: device bktr0 into your kernel, and pkg_add'ing fxtv.
