This is really odd. Can you get 'pciconf -lc' output under a working kernel? What's really odd is that the bit of c= ode that checks for capabilities (that is looping here) hasn't changed in 10.x = (not in a long while actually). I've pushed a hacky workaround to the branch so you can try building a new kernel after a git pull to see if that boots.
