Seemingly most apps compiled on amd64 platform require -fPIC (and most things will add it themselves?)

Also, I have it as ?= instead of = 
I also have COPTFLAGS defined.

I've yet to come across any issue with this setup.  Please let me know if there's something I've missed, or am uninformed about -fPIC
