People do seem to be ignoring the "assigned to" field in the PRs, something we only fill in when it's truly obvious that the problem is wholly within the responsibility domain of a given committer or not something that anyone else can even hope to fix. In the case of 20373, it's assigned to David O'Brien, and he's the only one who can answer this question.
