I wouldn't have expected this to be a target known to src/Makefile.
The problem I encountered had to do with "make all install" not
properly adding /usr/games to the "build tools" path so that fortune
can be built.  The fact that one way to trigger this is with a
"make rerelease" from src/release is somewhat secondary.
