The FBSD box is a gateway with nated and ipfw. I can FTP from this 
Winbox to the FBSD server using a shareware FTP98 to this IP address
 ok and it does not use passive. 
Are you trying to say that internet explorer can not do direct FTP? 
Can not find where to tell internet explorer to enable passive.

Is this box also acting as a firewall??

Also make sure that you have passive ftp enabled in your browser.

        From a Winbox on the Lan behind a FBSD gateway I want to
        use Windows internet explorer to FTP to the FBSD gateway box.
        url = ftp://name@10.0.10.2/    Where name is the FBSD user
        I want to login as, and 10.0.10.2 is the IP address of the
        FBSD box.
        The error message says can not resolve host name or IP address.
        I can FTP from this Winbox using shareware FTP98 to this IP
address ok.
       
        Can Windows internet explorer work with FBSD in this manner?
