Log:
  MFC r302548:
    Belatedly remove CSUM_IP_FRAGS and CSUM_FRAGMENT offloading
    capabilities.  It was removed in r243624 and r254804/r271006
    respectively.
    This file and mbuf(9) needs updates for other offloading
    capabilities(i.e. CSUM_SCTP and CSUM_TSO).
