I have a recreatable situation where tip doesn't exit all the way.

I'll be using a 16550A based serial port talking to modem and
do <Enter>~. to exit and tip will exit back to the prompt.

Later I'll find tip and its slave still sitting on the port.

 2827 p1- S 1046:18.57 tip cuaa0
 2828 p1- I 0:03.14 tip cuaa0

The original tip will be furiously using the CPU and the system
interrupts will be several thousand per second.

A kill will get rid of them.

I'm running SNAP 021095
