That way, you could install the basic system very quickly from a single tarfile, but with a pre-populated package database that would allow you to remove or update particular pieces very easily. Certainly, there are a lot of people who need to be able to update or manually manage some critical pieces that are currently just bundled into the core system and are thus difficult to update cleanly.
