Did you override $local_startup in /etc/rc.conf?

$ grep local_startup /etc/defaults/rc.conf /etc/rc.conf
/etc/defaults/rc.conf:local_startup=3D"/usr/local/etc/rc.d /usr/X11R6/etc/r=
